Human Resources Administrator


The City of Milford is seeking qualified applicants for the full-time position of
Human Resources Administrator.

Employment Status: Full-Time
FLSA Status: Exempt
Job Summary:  Administers Human Resource practices for the City of Milford, including personnel policies and procedures, and employee benefits.
Requirements: Bachelor of Science in Human Resources, Public Administration, or related field; 3years of diverse and responsible applicable human resources experience preferably in municipal operations; Comprehensive knowledge of human resources practices, strong oral, written, and interpersonal skills. 
Essential Job Functions:  Recruitment; support for City departments; on-boarding and processing of paperwork for new hires, terminations and retirees; coordinate and conduct training; coordinate collective bargaining activities; review,develop, implement and administer human resources policies.
Knowledge: Human resources policies and procedures; benefit programs; labor negotiations and collective bargaining; laws and regulations pertaining to personnel and benefits.

BILLING CLERK

                                               The City of Milford is seeking qualified applicants for the full-time position of Billing Clerk

Employment Status: Full- Time

FLSA Status: Non- Exempt

Duties include: Perform utility (electric, water, sewer, and trash) billing. Provide data entry of all meter requests for services: New Services/water exchanges/meter removals. Perform Property Tax Billing; make corrections on tax bills due to changes in assessed values; work with customers to answer questions regarding amount of charges or payment arrangements. Prepare work orders for customers at billing counter for new services (lease and purchase), change of service, and removal of service. Prepare work orders for delivery or pick up of recycling bin and containers. Prepare work orders for trash receptacles residential and commercial for delivery or pick-up. Work with customers regarding payment arrangements and all questions with regard to charges. Answer incoming phone calls and answer questions and direct calls/messages to appropriate departments. Prepare month end reports for City Finance Department: (Utility Tax Sewer Report, Electric/Security Light Revenue Report, and Municipal Green Energy Report. Print delinquent notices; assist in processing disconnect list. Perform related work as required.

Special Requirements: Good working knowledge of policy and procedures relating to the billing process; knowledge of various meter types and rate classifications; ability to manually input metering information and perform math calculations; strong knowledge of accounting practices and terminology; general knowledge of standard office equipment; ability to work with computers and required software; perform math computations with accuracy; ability to understand and perform complex oral and written instructions; have very good clerical skills along with good judgment; ability to type at a reasonable rate of speed with accuracy; possess a valid driver’s license; must have a professional, pleasant and courteous attitude with customers, the general public and co-workers, while completing time sensitive duties with dedication, detail and accuracy.

 Education and Experience: High school diploma or equivalent supplemented by business school or college level courses in accounting and computer science. Two to three years of Utility Billing experience desired. Bi-lingual in Spanish or Haitian Creole desired.    .

SOLID WASTE OPERATOR/ COLLECTOR

The City of Milford is seeking qualified applicants for the full-time position of Solid Waste Operator/Collector.

Employment Status: Full- Time

FLSA Status: Non- Exempt

Experience Required: One year of driving with a CDL class B license.  A comparable amount of training and experience may be substituted for the minimum qualifications.  Possession and retention of a valid Delaware vehicle operator’s license and Class B CDL (Minimum). Must pass pre-employment testing for substance abuse, criminal background, motor vehicle driver’s license history.  Three (3) years of experience “preferred” in operation of solid waste collection equipment and six (6) months experience in performing heavy physical work, or an equivalent combination of training and experience.   Good driving record required to retain position.  Safety sensitive positions may be subject to random drug and alcohol testing according to City policy.  Must maintain a positive work environment by acting and communicating in a manner that promotes harmonious relations with supervisor, co-workers and customers.

Minimum Education Requirements: High school diploma or equivalent. Class B CDL License.

Job Summary: Performs skilled work driving a truck and related functions, for the duties in the collection of solid waste and recyclables.
